There is no pattern, but if you saw it once you can see where it is on your Pokedex altough you can't fly to it
Well my brother had emerald and found it on Route 110 in the grass where you can catch plusle and minum. so i bought the game and couldn't find it so i went where he caught his and it was the first Pokemon that poped up.

well that was just luck . there is no pattern but i do know something you can do. First off, you need to use the area thing on your Pokemon on the one your after (the one that's flying around). Get a Pokemon with a move like scary face. That should stop it from running.
