i think that the best water type Pokemon is kyogre.you can get it after you beat the elite four and talk to the person who gave you castform.he will tell you where groudon is.go catch it.then talk to that guy again.he will tell you where kyogre is. from Nathan mcphetres
but then again kyogre is a legendary. If you have someone to trade with, then go for a kingdra. If not, then ludicolo is also a good bet, asuming that you don't have treeko as a starter. In that case go for gyarados. It learns great moves and has pretty good stats as well, And because of it's flying type, it's more defensive against certain types, like grass.
