I personally have 3/4 hardcore Pokemon and the rest I either build up or have in as extras that use moves like rock smash, cut etc. Good Pokemon for using extra moves are zigzagoon(cut, rock smash, surf), sandshrew(cut, rock smash, strength) and sharpedo (surf, dive, waterfall). However a good elite four team would be based around what starter Pokemon you started with. I will make one around blaziken and around swampert, but not around sceptile as that Pokemon is godawful. I also won't use legendary Pokemon as that's just stupid.

Scalamence (These three are technically all you need in a team.)

Gyarados

Cacturne

Metagross (For some reason I don't see this one as a legendary, maybe because you're given it instead of fighting for it + it's level 5 when you get it)

OR

Swampert

Breloom

Agron

Scalamence

Ninetails

Please note that the last Pokemon on both teams are severely up for questioning.

All the types you REALLY need to beat the top four are: fighting (blaziken/breloom) for the dark and the ice masters: Dark for beating the ghosts (scalamence with crunch) Ice or dragon for lance (scalamence with dragon claw or agron with ice beam) and then Stephen mucks things up a bit as he needs 2 or 3 types. He needs fire (blaziken/ninetails) to deal with skarmory and metagross, fighting to deal with cradily and agron (blazkien/breloom), dark or water (or grass - breloom) to beat claydol (scalamence with crunch or agron(or other) with surf) and either steel or rock to beat armaldo (agron with rock slide/ rock tomb/ iron tail/ iron claw)

So you can beat the elite four easily with three Pokemon... I do all the time. But that doesn't make it the ultimate, what I posted above is better... but everyone plays differently.
