The crowd favourite is charmander, bulbasaur makes the beginning of the game easy, but he isn't much from there. The argument is between charmander and squirtle, but squirtle doesn't have as much type weaknesses as charmander. squirtle's stats are naturally the most balanced no matter what nature because of his water type and shelled form. Balanced attack and balanced defense. Charmander is just as balanced except for its Sp. Def., but its Sp. att more than makes up for it. I personally choose charmander or a fire type Pokemon in any new Pokemon game.
Personally I like Venusaur, but Charizard statiscally is the best.
In total Venusaur will have i think 530 Stat Points
Blastoise will have 532 or 533 Stat Points
Charizard will have 535 Stat Points.
improvment to that great answer.i would say that squirtal is the best because when it comes to moves it learns high power moves unlike charizard and venasaur, also venasaur is difficult to level along with charizard, and blastoise is great for the elite four

The best starter is Bulbasaur because he'll beat the first two gyms easily, then be a high level by then. Lots of people say Charmander, but I disagree. Brock and Misty's gyms will knock him out.
Bulbasour is the easiest to train, and the best in the beginning game but worst in the end. Squirtle is moderate all around. Charmander is difficult to train and hard on the first 2 gyms, but the overall strongest. It's all personal preference.
I think Charmander is because he evolves into a dragon later and is the only fire and flying type starter when he evolves into charizard
Charmander
The best Starter is Squirtle just in your game have a Fire Or ice type.
Suicune is not a possible starter Pokemon in emerald you must get a suicune from Pokemon firered or leafgreen.
You can just breed your starter Pokemon with a ditto to get a egg of your starter Pokemon in Pokemon leafgreen or firered then trade them.
get all the Pokemon in the pokedex then talk to birch
