Piplup is most likely the best starter.

Actually, they are all good at something. For instance Chimchar can take out Rock type Pokemon with its extra Fighting type, thus making its weakness to Rock type disappear. As you know, Fire type is weak to Rock type.
I like Turtwig and Piplup more than Chimchar, because every move it learns is Fire and Fighting type, making it not so good than the others.
Turwtig's Pros
- Is good at attacking and defending
- Has great moves like Earthquake and Leaf Storm
- Can defeat Poison type Pokemons (which are usually annoying) with Earthquake
- Can still defeat Ghost type Pokemons with Bite, a dark type move
Turtwig's Cons
- Slow, and I mean, very slow
- Water type moves does normal damage to it as it has Ground type too
- Leaf Storm (which it learns) reduces Sp. Attack, which Grass and Ground type moves rely on, not Attack
Piplup's Pros
- Is balanced at attacking and defending
- Is immune to Poison type moves
- Is weak to very few types
- Can learn great moves like Hydro Pump and Drill Peck
Piplup's Cons
- Not so great at speed
- Only learns a good move which is Bubblebeam at level 24
- Can't find a good place to train nearer at the end, when you are going to fight the Elite Four and the Champion
Chimchar's Pros
- Great at speed and attacking
- Has strong moves like Flare Blitz and Close Combat
Chimchar's Cons
- Flare Blitz and Close Combat does recoil damage and reduces own Sp. Attack
- Only learns Fire and Fighting type moves at higher levels
- Isn't really good for fighting Psychic and Flying type Pokemon since it's defense is not too great
- Not fit to fight with Lucian, the Psychic type Pokemon master at all
Now it's your choice, pick yours.
