In R/S/E, it's probably Hitmonlee. Its got awesome attack and special defense (for those annoying psychics), as well as pretty good speed, and learns good moves really early. The only thing holding it back is its defense. Some would argue for Hitmonchan, but in R/S/E, all those elemental punches going for him are special, and aren't going to help one bit. That leaves 'Chan with a really limited movepool. Hitmontop really isn't an option.

In D/P, though, Hitmonchan is top. Those elemental punches have become physical, and 'Chan can cover a huge range of types with them, as well as an improved arsenal of punches in his movepool. Either way though, both are quite useful in both generations, if used properly.

I disagree. Hitmontop will be Oh-So-Good in the Pokemon League!

I agree that Hitmontop is A LOT better but if I couldn't have a hitmontop, hitmonlee would be my choice.
