In R/S/E, it's probably Hitmonlee. Its got awesome attack and special defense (for those annoying psychics), as well as pretty good speed, and learns good moves really early. The only thing holding it back is its defense. Some would argue for Hitmonchan, but in R/S/E, all those elemental punches going for him are special, and aren't going to help one bit. That leaves 'Chan with a really limited movepool. Hitmontop really isn't an option.
In D/P, though, Hitmonchan is top. Those elemental punches have become physical, and 'Chan can cover a huge range of types with them, as well as an improved arsenal of punches in his movepool. Either way though, both are quite useful in both generations, if used properly.

I agree that Hitmontop is A LOT better but if I couldn't have a hitmontop, hitmonlee would be my choice.

You don't get Tyrogue by catching it. In order to get tyrogue, you need a Pokemon that knows surf and water fall. So first go into Mt. Mortar, entrance at route 42 and make your way down to the cave. Eventually, you will see Karate King Kiyo, challenge him to a battle, and if you win, he will reward you with a Tyrogue, but you must have a open slot for Tyrogue!
get TYROGUE higher defense to evolve into HITMONLEE or higher attack for HITMONCHAN and it evolves at LVL.20
You get a Hitmontop by evolving a Tyrogue. Tyrogue evolves on lv20 into Hitmontop by it having high speed and it should evolve into a Hitmontop.
While its a Tyrogue give it Protein to boost its attack power. This is required for it to become Hitmonlee when it reaches level 20.

Im sorry but a magmortor cannot evolve as it is the highest of its evolution. There is no Pokemon to date that has more than four evolution (bar eevee, poliwag, tyrogue and oddish) Magby--->Magmar---> Magmortar. I hope this was helpful.
You cannot get Tyrogue for Platinum. You can only do it by migrating, cheating or you can ask the little girl in Sandgem town (that tells where rare Pokemon are)where is Tyrogue. I tried this before but it took months for me to get Tyrogue's location.You might be lucky and get Tyrogue's location in days. P.S You will have to finish the Sinnoh Pokedex to do this.
