It is in the wild, anywhere. Whenever you change location (go into houses, etc) it will change place. You need to 'unlock' it before you can get it though.

u cant. You have to migrate it from another gba game or trade it from someone who does. first you need cheats on your pearl and the cheat called wild Pokemon modifier. Now go on to the wild Pokemon modifier and select lugia. Then, when your about to battle a Pokemon, press select and it will be a lugia!!!!!!!!!!!!! you can get unlimited lugias by doing it over and over. you can either import one from ruby,emerald or sapphire. Or you can use an action replay code.
As of right now there is no code since Zoroark is in the next Generation of Pokemon. That is like attempting to get Dialga in Pokemon Ruby. It isn't physically possible in Pokemon Platnium and any other Pokemon games out before it.

Nope, ur gonna have to use "Pokemon ruby" action replay codes. Light platinum,as u said, is just Pokemon Ruby but with the Pokemon images and names changed. So if u used wild Pokemon modifier, and typed the code for a torchic, a chimchar will come out, just like any other hacked ROM.
Turtwig is a Pokemon from the 4 generation so you cant get if not you hack the gam and that is hard.
