edit- dumb answer. every magikarp evolves into gyarados. i find nothing particularly striking about the magikarp that the man is trying to sell to you except to waste your money.
edit--It isn't a special Magikarp or anything, but it does give you access to a Magikarp a lot earlier than you would normally have access to. I find it to be a great investment instead of a "waste of money" as the person above me said. $500 for a possible Gyarados before your 2nd badge. Worth every cent(and $500 is pocket change anyway)

I think you can buy a Magikarp for 500 Pokedollars in the Pokemon Centre outside Mount Moon. Alternatively, the Old Rod can be acquired in Vermilion City- but it can only catch Magikarp. Those are the soonest opportunities.
You could always cheat, but otherwise just keep getting into battles with Magikarp, or breed them, and you'll get one eventually. Go and catch the red gyarados from lake of rage. Go to the grass near the daycare centre, and catch a ditto. Give the Ditto and Shiny Gyarados to the daycare people. After sometime they'll give you an egg. Walk around with it, and it will evantually hatch. It will be a Shiny Magikarp.

Training magikarp is a pain. It only knows splash when you first catch it. However, I recommend the map Route 3 to train it. Wait for it to use splash and quickly massacre the Pokemon that got splashed. This way magicarp can level up. (Or if you have tons of cash, teach it a TM move) I use route 5 for training. i use 3-4 weak pokemon i want to train at the front and 2 brute attackers at the back to get some extra exp off it. because rout 5 is long, my magikarp can gain about 3-4 levels during route 5.
