Dragon type moves aren't really considered least effective towards anything, however, the only pokémon type that is weak against a dragon-type move is another dragon-type. Also, unless your chosen dragon type is a dual-type pokémon, it's absolute ONLY weakness is another dragon-type. However, if your dragon-type is several levels stronger than the other (and isn't a dual-type, by the way), then you can cause some serious damage to the other!

Ice types are supereffective and so are dragon types. Yes, dragon types ARE EFFECTIVE against dragon types. In some dual-type dragon pokemon, like Garchomp for example, Ice is 4x effective to it and Dragon types, 2x

Fairy, dragon and ice types are super-effective (2x) against dragon types. Dragon moves are only super-effective against dragon types, but dragon types are also resistant (0.5x) against electric, fire, grass and water, so you shouldn't use those pokémon types. So it's recommended to use full fairy or ice types, which might also have dragon moves or you could also use half-types. Just keep the resistances in mind.
