Mass outbreak is when a certain species of Pokemon suddenly appears in 1 place. For example, there may be a lot of wild Corsola in Rt. 230. You can only get mass outbreaks when you get the national pokedex by beating the elite 4 and seeing all 150 Sinnoh Pokemon. To see where the Pokemon are, head to Sandgem Town and then go to the house south of the Pokemon center. Talk to Dawn's little brother or sister for the location of the outbreak, which changes every day.
