No. You can't actually find a charmander in the wild and catch it. But, you can do one of a few things after receiving the national dex:
1. Get Charmander from Professor Oak after collecting all sixteen badges and defeating Red.
2. Import Charmander from Diamond, Pearl, or Platinum.
3. Import Charmander from the GBA series.
That's about it, other than breeding one you already have, of course.
