I believe you can but it will be really rare.Or if ur lucky and have a ditto you can breed it with the starter you already have to get a shiny from an egg.

No. You're friends just messin' with you. A Chinese Ditto would just be really cool to own because it's a foreign Pokemon, but no. It is literally impossible to breed legendary Pokemon, except for Manaphy to get Phione, and the chances of breeding a shiny Pokemon with a Chinese Ditto are the same as if you bred with a regular Ditto, the odds of which are 1/8192.
