There does not appear to be a ruling on Chaos Burst, however, Guard Minesis very similar to this card. The effect of this Normal Trap reads, "Activate only when a card is activated with an effect that would target and destroy 1 monster you control. Negate the effect and destroy that card. Then inflict 500 damage to your opponent." An official ruling for this card stated the following:

You can Chain Guard Mines to a card that will resolve in the Graveyard, like Exiled Force. If you do, the effect of the card will be negated, but since it cannot be destroyed no damage will be inflicted.

Since Chaos Bursthas wording and an effect that's very close to Guard Mines, it looks like no damage will be inflicted to your opponent if Chaos Burstfails to destroy a monster for whatever reason. Also to note is that you will still have to tribute a monster to activate the effect of Chaos Bursteven if it fails to destroy a monster.

Does a flip effect activate when the monster is destroyed?

Destroying a monster does not flip it. But if a monster is flipped face-up when attacked, and considered destroyed by battle, then the flip effect will still activate.

No, Backfire only triggers when the Fire monster is Destroyed. Tributing a monster does not 'destroy' it.

Does Zubaba Knight cancel the effect of the destroyed monster?

No part of Zubaba Knight negates effects but since it destroys the monster at the start of the Damage Step it might mean that some monster effects would be unable to activate. Monsters which trigger when destroyed by battle will not activate because they were destroyed by an effect. Many monsters with effects that happen during or after Damage Calculation will never activate because the damage step will end as soon as it starts.

How do you use soul rope if can't active it when the monster is destoryed?

Soul RopeTRAP/NormalActivate only by paying 1000 Life Points when a monster you control is destroyed and sent to the Graveyard. Special Summon 1 Level 4 monster from your Deck.Soul Rope is activated when a monster is destroyed and sent to the Graveyard. This means that you can activate it when a monster you control is destroyed by battle or by another card effect. You cannot activate Soul Rope if the monster was destroyed during the Damage Step via a card effect such as a Defense Position Berserk Gorilla because the timing would not be correct. You also cannot activate this card if there is an effect that prevents your monster from being sent to the Graveyard (ie. D.D. Warrior or Macro Cosmos).

What if a flip affect monster card is destroyed by a trap or spell card does the flip effect work?

No. The only time it flips in being destroyed is when it is attacked by a monster. The flip effect will only work if the monster says "FLIP" in all caps and does not say if it is destroyed in battle that its Effect will activate.

Does your monster return to the hand if your monster destroys your opponent's Mist Valley Soldier by battle in Yu-Gi-Oh?

Mist Valley Soldier must survive the battle, for it to be able to activate its effect. If it was destroyed by battle, it will not activate and will not return the other monster to hand.
