Any Pokemon that can learn a electric move
Most Normal type pokemon can learn it considering its a Normal type move. Also Electric type pokemon can learn the move as well.

Thunder Wave is a good because it can paralyze any Pokemon (and cannot be evaded) and the Pokemon it paralyzes has the chance of not attacking until it is healed (Good to use against Pokemon it's weak against; dragon, grass and electric. However, against another electric Pokemon, it sometimes may not work.) Thunder Fang is a powerful move, and it also can inflict paralysis. It may also cause the foe to flinch (making it not able to attack that turn). Thunder/Thunderbolt is a "last resort" move and should be used when necessary; you only have 5-10 moves. And Protect is a good move if you're battling a strong opponent, also if the other Pokemon has a type advantage. Note: Remember, electric type moves don't effect ground-type Pokemon, so it's best to battle with another (such as water or grass; which is strong against ground-types).

Use any Water type move, Ice type move, Rock type move, Steel type move or Electric type move.

No, crunch is a dark type move and electric types weakness is ground.
Pikachu can. Any grass or electric Pokemon may learn it.
I think that in Leaf Green/Fire Red it paralyzes your foe,you can catch a parasect in the cerulean cave with the move spore :)

Once you beat volkner, the eighth gym leader he will give you the TM shock wave which paralyzes foes. If you are not close to the eighth gym, try the veil stone department store. The third floor has different TMs. THey are most likely to have an electric TM. Yes, you just need a move that paralyzes it like stun spore or thunder wave, or possibly the static ability (Pikachu comes to mind here...).
The easiest way is to use a ground-type Pokemon that knows ground-type moves. If you cannot get this, at least get a Pokemon that has a ground-type move. The electric gym will go much smoother if you use a ground-type move or Pokemon (or both).
There is no "best move" but thunderbolt is easy to get, has good accuracy, and has good power
