It does three things.

- It can extend a redstone charge. Normally a charge only carries for about 16 blocks. A Redstone repeater will extend it by another 16.

- Delays a signal. The lever setting can add a delay between the time when the repeater receives charge, and when it passes it on. A long chain of repeaters can add delays of seconds or more.

- Directs a signal. Imagine you want three adjacent, but seperate lines of redstone charge. If you use redstone dust, the lines will link together, as the dust forms little + shapes. However if you use a line of repeaters, the current can be transferred in adjacent channels without bleeding into each other.
