This is a bit of a complex question, so I'm gonna post a link to the minecraft wiki page for redstone repeaters.
Here you go:minecraftwiki.net/wiki/Repeater
Make a loop of the desired number of redstone repeaters and redstone so that the current will only travel in one direction, then set all the repeaters to the same value. After that, add a very quick redstone signal at one point and it will pulse. Note that you must have at least 2 repeaters.
A redstone repeater just delays the redstone signal. In order to get a repeating signal, you need a (rapid) pulser. Search on the minecraft wiki to find how to make one.
you can put a redstone repeater behind any type of piston and when you add a redstone charge it should work
You mine it from redstone ore.
You could build a cool building, it is also a crafting material for buttons, stone pressure plates, stone slabs, stone bricks, and redstone repeaters.
