Metronome allows the user to use any other move that it may or may not know it can use anything literally even moves it can't learn Example: Lets say golem has metronome it uses it and it uses Surf or Fly check it out your golem is Surfing or flying even if it can't learn either moves. Basically metronome lets you summon almost every move, but not all of them.It does not select any move the user already knows, but there are a few it will not select at all: Assist, Chatter, Copycat, Counter, Covet, Destiny Bond, Detect, Endure, Feint, Focus Punch, Follow Me, Helping Hand, Me First, Mimic, Mirror Coat, Mirror Move, Protect, Sketch, Sleep Talk, Snatch, Struggle, Switcheroo, Thief, and Trick. It also won't select itself (obviously). But all the other moves in Pokémon existence may be summoned.

Jigglypuff cannot learn the move Metronome by training. Or by a move tutor or by egg moves. Jigglypuff is not capable of learning metronome in any way. That's not true there is a move tutor in firered that can teach metronome to your Pokemon at cinnabar island! I know that. But Jigglypuff cannot learn the move Metronome even if you try to teach it via move tutor.. Go try it for yourself. ;) Move Metronome and Jigglypuff are not compatible. I did research on this before I posted the first time to be sure.

Where do you get Psybeam in Pokemon Gold?
Psybeam is not a TM move. It's learn-able by level up by Butterfree, Venonat, Venomoth, Kadabra, Alakazam, Mr. Mime, Porygon, Espeon, Misdreavus, Girafarig, Remoraid, Octillery, and Porygon2. It's also usable by Pokemon that know Metronome if it's chosen by that move.
What level does clefable learn metranome in Pokemon Yellow?
Clefable does not learn Metronome via leveling up. In order to get metronome you must have Clefairy learn it at lvl 31, then use the Moon Stone to evolve into Clefable. In Generation I (Red, Blue, Green and Yellow), you can, however, teach Clefable Metronome from TM 35. TM 35 is obtained at the Pokemon Research Lab which is the building just south of the Pokemon Mansion on Cinnabar Island.
