That's not true there is a move tutor in firered that can teach metronome to your Pokemon at cinnabar island!
I know that. But Jigglypuff cannot learn the move Metronome even if you try to teach it via move tutor..

Move Metronome and Jigglypuff are not compatible. I did research on this before I posted the first time to be sure.
