If you are playing the PC version, Ctrl + Shift + C, and type in "boolprop testingcheatsenabled true", without the quotations. Shift + Click on one of the frozen Sims and Select "More..." until you come to the option of "Force Error". Click this. A dialog box should pop up. Click "Reset". Repeat for the other Sim. To turn boolprop off, type in "boolprop testingcheatsenabled false", without the quotations yet again.

When you freeze oil and water together, they will separate into distinct layers as they have different freezing points. The water will freeze before the oil, causing it to solidify on top of the water. This results in a two-layered system when frozen.
If you put water or other liquid on them they will freeze together, but to "freeze" them together without another substances help they would have to be welded, which is melting.
