Feebas only evolves when its beauty stat is maxxed out. So, you have to feed it Pokeblocks that will increase its beauty. Be careful, because you can only feed each Pokemon 12 Pokeblocks before they refuse to eat anymore. Why would you want a Feebas anyways? Its stats are crap, and they're basically a clone of Magikarp.
