The best thing you can do is surf around and fish on all the water tiles 2 or 3 times each so that you can make sure that the tile doesn't have a Feebas. When you find a tile that has one, stay there. Keep fishing. Find a male and a female so you can breed them. Catch a ton of them so that evolution isn't such a pain in the butt too. Feebas only evolves when its beauty stat is maxxed out. So, you have to feed it Pokeblocks that will increase its beauty. Be careful, because you can only feed each Pokemon 12 Pokeblocks before they refuse to eat anymore. Why would you want a Feebas anyways? Its stats are crap, and they're basically a clone of Magikarp. Here's why: Milotic is one of the best non-legendary Pokemon is the game. Happy hunting.
