you can find feebas on the way to catch garitina diaogia and palkia you need to use a good rod to catch him
Yes, in Mt. Coronet. Fly to Celestic Town and go west into Mt. Coronet and then go north and you will see a lake. You need a Super Rod to find Feebas. So use the Super Rod on a random tile of water until you find 2 Pokémon. If neither are Feebas, then go to a different tile. Keep repeating this step until you find Feebas. Feebas is hard to find, but easy to catch. Feebas is only in 4 tiles of water and has a 50% chance to be found on those 4 tiles and changes every day.
You can capture Feebas on Route 119 in Pokemon Ruby, this is dependant on the phrase in Dewford (that changes it's location) and is luck to find the correct tile that Feebas appears on when fishing.
The six tiles change depending on the ''hip'' or "trendy" phrase in Dewford.
Just to let you know, that Feebas is confusing to catch. Anyway, here is the answer. Around route 119, theres is over 100 square tiles of water. Feebas appears in only 6 tiles of water. Feebas stays in those tiles of water until you change the "Trendy Phrase" in Dewford Town. When you change the phrase, the tile locations will be switched to other tile locations. It doesn't matter what phrase you say. If one person says the same as another and finds a feebas, in the other game, theres a big chance that the other person won't find it in the same location.
The tiles are generated randomly, so there is no exact place where the tile be on a certain date.

feebas is randomly found by by fishing with a super rod on route 118 on one of the 200ish tiles. fish on each tile 3-4 times. there are nine feebas tiles, randomly set. good luck, and happy fishing!
You can only find him/her on ROUTE 119. There are only 6/about 400 tiles you can find it in.(Tiles are the peices of area your character stands on.) The 6 tiles are changed randomly depending on the "trendy saying" in Dewford town. When you find a tile that has FEEBAS in it, you can use your OLD ROD as many times as you want to get tons of FEEBAS until the Dewford Town "Trendy saying changes. So if you find the FEEBAS tile.... DON'T CHANGE THE "TRENDY SAYING"!!!!!!!!!!

There is no way of knowing where this hell Pokemon will come from it takes on average about 33 minutes to search every tile in the room so you could be there for a while Hope this helps
You can catch feebas with any type of rod in Pokemon sapphire, ruby and emerald but a super rod is the best-good rods and old rods work to but they r harder to catch feebas with :^] I tried that but i just got a whole bunch of carvanas. Its probaly the same catch rate with all the rods. With an old rod, basically every second catch on a Feebas tile will be a Feebas. Also, with the old rod, you usually just have to press once to pull up the catch. With a super rod every catch on a Feebas tile will be a Feebas, but you will often have to press 5-6 times to pull up the catch. if you use a old rod it only catches magicarps,a good rod will only catch medeaim lvl Pokemon and a super rod will catch every Pokemon.its better to use a super rod
You have 1/2 chance of finding one so, you have to fish more than once if you want to find a Feebas... Good luck.... I have one... But it was difficult and long to find one!=3
