LAN worlds are available only to people who are on your local network. They have to actually be connected to your network, for the LAN IP to make sense.

It never 'scans' for LAN worlds because it's not accessing anything outside of your own personal network. It's your LAN, you should already know what's being run on it.

I think it's because Mojang failed when they did the update 1.4.4 they wil fix it as soon as they notice it.
