Yes, he can use his own effect. It applied to all Psychic monsters, not all 'other' Psychic-type monsters.
Why has Rank replaced Level in Yu-Gi-Oh?
It has not, Rank and Level are two different properties. Rank is exclusive to the black 'XYZ monsters' and are represented by a number of stars on the left hand side of the card. Level is what all other monsters use, and are represented by a number of stars on the right hand of a card. The terms are not interchangable - XYZ monsters have no level, and other monsters have no rank.

Cards like Swords of Revealing Light only affects the opponent's monsters, because it says so. Gravity Bind on the other hand affects all Lv4 or higher monsters, regardless of who controls them.

It all depends on what xyz is. If xyz is an arc of a curve, there will be no vertex whereas if xyz is a triangle, each of x, y and z will be a vertex.

To be honest we all have our own views. There is now four yugiohs altogether: yugioh, yugioh gx, yugioh 5d's and yugioh zexal. I think yugioh 5d's is better than all of them but I only think this because I haven't watched zexal and I did enjoy the other two. :) but you decide... hope this helped :)
