you find it after you go to the team galactors base and free the 3 lake Pokemon. it should be in Cyrus' office and the other way is to go to the lottery and you get given a number and if one of your Pokemon match all 5 numbers you get a masterball every time you match them, the best way to win is to get lot of Pokemon for trades as they have more chance to match up. hope this helps
