First, defeat the Elite 4. Then, go inside Victory Road, and there will be a door that wasn't there before you defeated the Elite 4. Go in it. You will then be at the beggening of Route 224. :)
You havent beaten the elite four yet and the guy blocking the exit to victory road wont let you pass how are you supposed to get there?
Well... That is the way to Route 224. The real exit is beyond that and it is unblocked. P.S. To challenge the Elite Four, you need all the gym badges.
