The 7th gym badge in HG and SS is slightly puzzling.
When you arrive on Cinnabar Island, where the Gym is supposed to be located, you will realize it is locked up and no one is home.
Surf to the Seafoam Islands. There will be one where Blue is standing near where you arrive on the Island. Blue will speak with you for a moment, and then leave. Enter the hole in the wall. This is the Gym.
