This question is almost impossible to answer straight forward. The amount of time you hold a certain prayer is based completely on two factors: Your prayer level, and your prayer bonus. For instance, if you're wearing full proselyte armour with 99 prayer, you will hold it longer than if you are wearing nothing with 37 prayer. I suggest that you wear monk robes if you are not familiar with proselyte and intiate armour to maximize your prayer holding time.

The overall best f2p Runescape weapon is actually a range weapon - Maple Longbow (sighted). It has a range bonus of over 100. The best f2p degradeable weapon is the Gravite 2h. Both are Dungeonneering weapons and need 45 Dungeonneering levels.
The scimitar is a good all round weapon. For your level a mithril one will probably suffice.

the best weapon in RuneScape seems to be the Chaotic Maul, having an enormous max of 686(68) recorded. You can get the Chaotic Maul by obtaining 200,000 points in the Dungeoneering skill.

I think the Godsword is the best weapon you could get. Each Godsword has diffrent high hits but all of them are good.
Answer: Which weapon is "best" really depends on what combat type you want to use. It also depends on whether you are a member or a non-member; members of course have more options available. Finally, most players will also want to consider the cost. Some of the weapons that have the best stats are terribly expensive. You may also have to consider your level. If you have 75 attack and enough gold pieces, then you can get one of the many powerful Godswords of RuneScape. These are RuneScape's most powerful non-degradable weapons outside of Daemenoheim.
