If it's the one underwater, the weather will be insane. You should head towards Pacifilog town. A litte bit before, on route 131, there will be an opening to Sky Pillar. Make sure you have a mach bike, because unless you ride it at top speed, you'll fall through the cracked floors. You'll reach Raquayza, and it will go to Sootopolis city. You follow.
