After getting Silph Scope you go to Lavender Town and go to the Pokémon Tower. Then you go to the last floor, and thanks to the silph scope you are able to know the identidy of the guardian Pokemon, it´s a cubone if i´m not mistaken. After you defeat the guardian Pokemon you will find team rocket and then you save Mr. Fuji.
