if you don't have a good rod go to the fishieman on the route before solaceon town. go to him even if you do have the rod. fish off that dock with good rod and, chances are you get finneon!

OR if you don't want to catch one but need it for you pokedex you can go to route 222 right off Valor Lakefront down those steps that used to be blocked by that guy. Keep going strait don't turn and then go down that set of stairs and the second fishermon guy has a finneon that will be added to your pokedex. That's how i did it hope this helped. ^^
