To make your budew evolve. just get a high amount of friendship, you can do this by feeding it lots of berries (berries like kelpsey berry) or feed it a load of Proteins/Calciums etc... Then level it up once after you got lots of friendship. Check the friendship app (obtained in Eterna city Pokemon centre) every so often and you could have 2 hearts going from little to big and back and so you should be able to evolve it soon after. You can also evolve Roselia by using a shiny stone on it.
