Yes, after you defeat the Elite Four, and then help Celio find Ruby and Sapphire (gems, not the characters ;) , he'll give you the Rainbow pass. There is a Daycare couple on Floe Island (Four Island). When you leave two Pokémon in their care, they breed depending on their egg compatibility.
