Bagon is capable of evolving into Shelgon at Level 30 so one reason for it not evolving is because you pressed the B button which cancels a Pokémon's evolution, the second reason is because it was holding an Everstone item which prevents evolution and other options would include Pokémon leveling up as a result of being in the Pokéwalker or in the Pokémon Dream World since Pokemon cannot evolve in the Pokéwalker or in the Dream World.

well my bagon didnt evolve till it was lvl 40 i think try tht kk but it should become a shelgon on level 30, so then something happened to your bagon
