∙ 8y agoBagon is capable of evolving into Shelgon at Level 30 so one reason for it not evolving is because you pressed the B button which cancels a Pokémon's evolution, the second reason is because it was holding an Everstone item which prevents evolution and other options would include Pokémon leveling up as a result of being in the Pokéwalker or in the Pokémon Dream World since Pokemon cannot evolve in the Pokéwalker or in the Dream World.
