A Runescape private server can be run off of almost any personal computer for no cost. It does require extensive knowledge of networking and running a server, however.
That depends on the private servers. Some have the EXP at normal, and others have various bonuses. Check with the mods of the private server to find out if there is any EXP hike and if so, how much higher it is. Hope this helps.

All private servers are "legal" in that they are not breaking any laws. However, Blizzard considers private servers a violation of the Terms of Service of World of Warcraft in general, and therefore, any private servers are actually in violation of Blizzard Entertainment's Terms of Acceptable Use for their software. In other words, private servers are like pirated software, and you should always be careful to be sure your username and password on a Private server NEVER matches any other username/password combination you have elsewhere online.

It is known that if someone creates a private server of "WoW" or of any other game, they add there own add-ons to the game making it bellong to them and not a copy of blizzard work. If any one creates a private server they will make sure they have not 100% coppied a game, making it legal to use. The company can try to shut you down though if you find out your private server.I have just read the terms of use and what i said is true, it can be legal if you make the right steps.
