There's not really a set strategy, it basically common knowledge.
Mud will cause the Pokemon to get angry and makes it possibly flee,- but it makes it much easier to catch.
Bait will lessen the chances of the Pokemon fleeing, but make it harder to catch.
And the ball is...of course to capture it.
A good way to set up these to catch a Pokemon is:
Ball. Use the ball first, and depending on how close it comes to catching- try again. (If it bursts without even shaking or shakes 2 times or less- use Mud. If it gets very close to capture- just use ball again.)
Mud- is a second option if your ball keeps failing.
Bait- is a LAST resort. And i wouldn't use it at all unless the Pokemon your trying to catch always runs away immediately. Even then, Just use a ball first....
