Allot of people who were working on the server emulators were threatened by the SS team developers by jail and laws(which ofcourse is a bluff, but no one cared to read the eula to see it) and the rest just quit, because of less skill or tired and lazy to continue it. Remember, you can as well use Google for the word "emulator" or "server emulator". Remember, you are NOT doing any thing wrong by using server emulators or creating them, unless you try to make profit with them or change any thing on the game it self by editing the files made by the SS team!
