Actually if u remember in halo wars at the end u c Alice jerome and Douglas go in cryo and because they don't come back they're still out there, and also at the end of reach, jun gets away with halsey so they're all still out there.
And 1 more thing, there was thousands of Spartans made and trained so there are proberly still hundreds left missing in action.
