It is considered the hardest to capture along with Latias because you have to work very hard just to find it in the grass or water all over the hoenn region. After finally finding it you can officially get it if you use the masterball but lets say you already used it then instead you should weaken it but it will run away afterward HOWEVER now that you found it you can track it using the pokedex so it's a little less difficult to find again when you do find it again it will still be weakened when you find it now all you need to do is send out a pokemon that has an ability like shadow tag or arena trap that way you can take your time throwing ultra balls at Latios.
