Is it possible to complete the Shield Of Arrav quest on Runescape alone?

No, it's not. You need a partner in the opposite gang to get one half of the shield. You receive the other half, and in exchange for that you get half a certificate. To complete the quest you put your partner's half-certificate with yours for a whole one.

Well actually i completed it on my own because by coincidence i found everything i needed for the quest by myself even things from the opposite gang. But you will need to get a partner. I was just lucky.

If you joined the Black Arm Gang then you can try to buy phoenix c'bows in the Grand Exchange or from another player from phoenix gang

you can do it alone but u need certificate(without certificate u cannot complete it.)

Maybe, (if you have 2 accounts)you could drop the P. gang key somewhere and use your black arm account to pick it up and do the rest!
