In the video games, Arceus can beat Mew in a second. Arceus is able to learn every move that Mew can, but Mew cant learn Judgement.

yes mew can transform arceus's weakness. arceus can only change types when there's a plate to defeat mew's weakness. but in order 2 arceus 2 do that arceus needs 2 find that plate. it may b a while. mew can transform any time.
