when you complete the tanoby chambers strentgh puzzle than all of the chambers to the left and right of isdland seven are filled with unknown! if you want ho-oh than get the ruby and sapphire and give it to celio(one island) and then go to cerulean cave it will be open!

You can find Ho-oh by taking the left path in Island #8. Pack some balls and potions Save first before fighting with Ho-oh then you can fight with it but be careful not to kill it or just use the masterball, that ball catches any pokemon without fail. Jean:)

You can find him on an island called Naval Rock, however you need to have the item Mystery Ticket which could only be obtained through an event that has already passed. The only way to get a Mystery Ticket now is to get one from someone else who happens to have one and is willing to part with it. That will be hard though. Not many people still have a Mystery Ticket and those that do may not want to part with it so easily.
