The odds of getting a male Vulpix are 25% out of 100%. All you have to do is keep trying.
vulpix is not in Pokemon platinum version.
I'm not sure if you can catch Vulpix in Platinum but I do know that you can migrate it from either Pokemon Sapphire or Emerald, and some sources say you can even get Vulpix from Pokemon Leafgreen. I hope this helped.

After you get the national pokedex, insert a Pokemon leafgreen cartridge into the nds, and you can find vulpix in route 209
To be a Vulpix in Explorers of Sky, you would have to be a Relaxed nature and a female. Males cannot be a Vulpix. Oh, and you spelled vulpix wrong.
You can't you would have to catch one in Pokemon Heartgold or Pokemon Soulsilver and trade it to Platnium
If you have a Vulpix in ditto, or a female Vulpix with another Pokemon that is the opposite sex. (I've breed numerous Pokemon such as Arcanine with Dugtrio, Eevee with Any of its evolutions, Mightyena, Skitty, and more including Skitty with Wailord). So in my opinion it's a god idea to breed your Pokemon because if you breed a variety of Pokemon that are compatible with another you end up with Pokemon that know/can learn moves that they normally wouldn't be able to learn.
first you get to the trading place and trade a Pokemon for a female ninetales then you do it again and for a male ninetales go to the daycare after words and you get a vulpix egg hatch it and you got a vulpix. it really works^ you can just get one and breed with ditto. It's easier.you have to have leaf green inserted and there's a 5% chance you'll find it on route 214 or 209
