You can only get it from certain wild Pokemon which are Fearow, Doduo, and Dodrio which have a 5% chance of having the item. So either catch them and see if they have one or use a Pokemon with thief to steal a item from the opponent. The other method is trading a Pokemon with the sharp beak from HeartGold or SoulSilver which you get it in that game from Monica of Monday.

You can catch Ho-oh only after having defeated the 8 Gyms of Johto and having received the Rainbow Wing from the elderly man in Pewter City. The Rainbow Wing will allow you to climb to the top of the Bell Tower to battle Ho-oh. Be careful because its at Level 70!

First in your SoulSilver game you have to go through Johto and kanto, then beat Red at Mt. Silver (Note: Be careful, Red is the strongest trainer in the game.) Then you'll receive the red orb from Prof. Oak, which allows you to catch Groudon. You have to catch it successfully, and then you need to trade with someone who has a HeartGold game to get the blue orb. (Still keep the red orb.) Go to the embedded tower and catch Kyogre. Now, having caught both and having both orbs, talk to Prof. Oak again and he gives you the Jade Orb. Go to the embedded tower and inside will be Rayquaza.
