You can find one either by Mount. Silver or you can use your PokeWalker. Walk on the Rugged Road route while having 1,000+ steps. It should be around level 7.
Wait I also found a Ponyta on route 26 in the grass at lvl 32. I came across 3 but only caught one, a female. She knows Flame Wheel, Stomp, Fire Spin, and Take Down.
