to get rayquaza you have to have first found him and saved the world from groudon and kyogre's battle. you then have to go back to the top of the sky pillar, you will need a mach bike. you should get him before you do the sootopolis gym because he is lvl 70 when you get him. i used a lvl 48 aggron to get him on low health and then used an ultra ball. aggron has really good defense and is only really effected by things that are super effective..to get groudon or kyogre you have to beat the Pokemon league then go to the weather institute {where you got castform or next to fortree city} and talk to the scientist upstairs to the left and he will say that there's a drought on a route,that's where groudon is. he is in a cave on that route. but you have to hurry because he will not be there all the time. if you didnt find him talk to the scientist again and groudon will be on a different route. do the same thing to get kyogre.kyogre wil be underwater so make sure yo have a Pokemon with you that knows dive.kyogre is also in a cave but underwater.it might be hard catching them.good luck! I did it this way and now I have over 500 Master Balls. So it is safe. Then go try to capture them. Save in front of them in case you kill them. Also, just throw a master ball at it in the beginning.Everything is correct just be careful when cloning because i lost my mewtwo and some good legendaries by cloning but other than that...

Also when you rebattle the Gym Leaders they battle in a double format making u send out 2 Pokemon and they even use Pokemon from different regions and Pokemon they didn't have the first time you battled them.I'm a pro so i like Pokemon firered, but ruby and sapphire are the best hoenn Pokemon games. ANSWER I prefer sapphire though. because kyogre is water and groudon is ground. water is super effective against ground and fire. So basically Kyogre is better than Groudon. Ruby and Sapphire also look cooler. :)Groudon isn't fire its just ground but he can learn fire moves and that's what makes him hard core.Answer- If you have Heart Gold&Plantinum I would choose Ruby because Ruby is cheaper than Emerald,when you migrate you Regis from Ruby you can get Regigias,you can get Latios from Ruby and since Latias is in HG you can have both,since Groudon is in Ruby and Kyogre is in HG you can now get Rayquaza,and if you got the Nintendo Event for Ruby and Sapphire you can get Jirachi&Deoxys. Well kyogre is a water type and groudon is fighting and water is super effective so if kyogre knows any water moves (besides aqua ring) its most likely kyogre will win but if kyogre knows no water moves theres a chance groudon COULD win but seeing fighting is not very effective on water it is still MOST LIKELY kyogre win the match. :)

this kinda depends on your style, but here's how i did it. i captured rayquaza in a master ball, which you get at aqua's base. he's level 70, along with the other two. then you beat the elite four. you have to do that, no matter what. then talk to the guy who gave you castform at the weather institute west of fortree. he will say there are heavy rains and/or droughts near a certain route. go to that route well prepared. for kyogre, i would recommend having 20-30 net balls and 10 or so timers. do not use ultra balls on kyogre. dive balls are terrible, too. only put his health to about a quarter left, he knows double-edge. and you need surf and dive for kyogre. for groudon bring 20 or so ultra balls and 10 timers. he's much easier than kyogre, but it's still hard. however, i think my gameboy is bugged, i caught groudon with a dive ball.

How do you get raquaza on Pokemon SoulSilver?
First in your SoulSilver game you have to go through Johto and kanto, then beat Red at Mt. Silver (Note: Be careful, Red is the strongest trainer in the game.) Then you'll receive the red orb from Prof. Oak, which allows you to catch Groudon. You have to catch it successfully, and then you need to trade with someone who has a HeartGold game to get the blue orb. (Still keep the red orb.) Go to the embedded tower and catch Kyogre. Now, having caught both and having both orbs, talk to Prof. Oak again and he gives you the Jade Orb. Go to the embedded tower and inside will be Rayquaza.
