Yes, if you evolve a Pokemon from the national dex while you are still using the sinnoh dex then all forms you have accessed previously, whatecver dex you are on, can be found on the dex. Hope this helps!

Fake Sinnoh is a duplicate of the actual game map that can be accessed by Tweaking or the Surf Through E4 Door (Jap). It is extremely glitchy and caution is advised when exploring, because in the Void and (I believe) Fake Sinnoh, one wrong move can trap you. I have never been to Fake Sinnoh before- this is what I have found researching it. :D

Yes, but there is a simple way, once you have found all but palkia in the Sinnoh dex, go to Celestic Town and speak with Cynthia's Grandmother. She will read you a book that contains a picture of Palkia, which is all you need for your entry into the Sinnoh Dex. Hope this helps :D
