Sheildon is a sinnoh Pokemon. Sinnoh came out after Hoenn, so, sorry... you can't catch it in ruby (or Red, Blue, Green, Silver, Gold, Sapphire, Emerald, FireRed, or LeafGreen, Or any fake Pokemon games that came out before 2007)
In Pokemon diamon, diglett has arena trap. You can catch a Diglett at the top of route 228. (you can only get there after beating the Pokemon league and talking to the sailor at snowpoint city).The only other way to get this Pokemon is to complete the sinnoh pokedex than go to proffeser rowan for the national pokedex, and than trade one from leaf green or fire red versions. Fake Sinnoh is a duplicate of the actual game map that can be accessed by Tweaking or the Surf Through E4 Door (Jap). It is extremely glitchy and caution is advised when exploring, because in the Void and (I believe) Fake Sinnoh, one wrong move can trap you. I have never been to Fake Sinnoh before- this is what I have found researching it. :D

Yes, but there is a simple way, once you have found all but palkia in the Sinnoh dex, go to Celestic Town and speak with Cynthia's Grandmother. She will read you a book that contains a picture of Palkia, which is all you need for your entry into the Sinnoh Dex. Hope this helps :D
