First of all, do you have Nightlife?
It appears the sim modder doesn't work at all without it. I think EA were too lazy to remove the option.
If you do , are you sure you typed the cheat right?
To spawn the Sim Modder,
First: Hold, Ctrl + Shift + C
Second: Type into the cheat bar, "boolProp testingcheatsenabled true"
Finally: Shift-click on your sim; a menu should pop up, Go to... Spawn... Sim Modder.
It should appear as an unmovable standing baby statue.
If not working you had better install Nightlife ( or re-install it if you already have it ) and see what happens then.
