No, Azelf will never come back. If you haven't saved yet though, you can turn off and on and Azelf will be there.
What!? what about Uxie? i accidently defeated them, as well as Dialga!

You Have To Complete The Spear Pillar Scene And It Should Be There. If Not You May Have made it faint... You cannot get azelf unless you catch or defeat Dialga or Palkia at spear pillar.
