Pseudo-legendary pokemon is a term use for pokemon whose stats are all 90 and above. They all have really high speed, attacks and HP. Put it this way, there is a classification in-between legendary and non legendary pokemon. They are... the pseudo legendaries! I am the proud owner of a pseudo-legendary pokemon--Garchomp. There are only six pseudo- legendary pokemon so far- Hydreigon, Garchomp, Metagross, Salamence, Tyrannitar and Dragonite.

Their is groudon,latios,regirock,regice,and registeel,and raquaza. and then there is also latias if you have the Eon Ticket which you receive from special Nintendo events. so that's a total of seven legendary Pokemon that you can get in Pokemon ruby.

The legendary forest Pokemon would most likely be Celebi. As well as being the time-travelling Pokemon, Celebi is also a protector of the forest - most notably Ilex Forest (in Pokemon Gold, Silver and Crystal). No other legendary Pokemon is linked to any forest in such a way, so Celebi would have to be it.
