it has 49 but when you go up the stairway on the 49th floor you get to the place called Sky Stairway Apex and then you have to fight Rayquaza ( you can recruit him on the first try ) and after you beat him the Sky Melodica appears and you get it and if done right Rayquaza reappears and joins your team
